REQUEST FOR PROPOSALS The Washoe Housing Authority (WHA) located at Gardnerville, NV is requesting proposals from proposals from Engineering Companies to develop a drainage plan for a lot located at 529 Wialaki, and 601 Washoe in Carson City, NV. Work will include the development of a drainage plan that will collect all water that falls within the property lines and redirect the water to the gutter along the street north of property. The plan will also include a house pad for future development. Proposals received after this time December 9, 2009 at 5:00 PM PST will be considered non-responsive and returned to the sender. The Scope of Work will include, but not necessarily be limited to, the following: - Drainage plan will include the collection of all water that falls on the property and redirect to the gutter along the street north of the property.
- Drainage plan will not allow water to affect any neighboring properties.
- Plan will include a location of a housing pad for future development.
- Provide engineered stamped drawings.
Firms or individuals responding to this Request for Proposals shall have at least the following qualifications: 1. Business license within the State of NV or CA.2. License engineer on staff.3. At least 5 years of civil engineering experience. Firms of individuals responding to the Request for Proposal must submit at least the following: 1. Statement of qualifications to perform the Scope of Work to include the years of experience in civil engineering. 2. Availability 3. Estimated time to complete work 4. Hourly service rate charges for any additional work. 5. Resume and certifications of responsible principal and any other individuals to be assigned to complete any tasks described in the Scope of Work.6. List of references - If applying for Indian preference, include the following necessary qualifying documentation:
A. Evidence showing the extent of Indian ownership, control, and interest.B. Evidence of structure, management, and financing affecting the Indian character of the enterprise, including major subcontracts and purchase agreements; materials or equipment supply arrangements; and management salary or profit sharing arrangements; and evidence showing the effect of these on the extent of Indian ownership and interest.C. Evidence sufficient to demonstrate to the satisfaction of the housing authority that the individual or firm has the technical, administrative, and financial capability to perform this contract.D. Evidence to show, at least 51% of the firm is qualified, as an Indian owned enterprise, as defined in 24 CFR 1000. Evaluation CriteriaTDHE will determine the most responsive proposal based on the accumulation of the highest number of points from the following criteria:1. Was a cover letter submitted with the proposal? 5 points.2. Was a resume submitted for each individual who will be providing services? 5 points.3. Experience within the Indian Country. 20+ years = 20 points; 11-20 = 15 points; 5-10 years = 5 points.4. Did the respondent provide a list of references? 10 points5. Points for relevant costs will be based upon a ranking of the proposals received. Lowest cost = 15 points; Second lowest cost = 10 points; Third lowest cost = 5 points.6. Response time = 5 points7.
