RFP - PROSECUTORIAL SERVICES
REQUEST FOR PROPOSALS
The Washoe Tribe of Nevada and California is soliciting detailed proposals from individuals and/or firms interested in serving as the Prosecutor for the Washoe Tribe in the Washoe Tribal Court, a court of general jurisdiction. The Prosecutor is responsible for all prosecutor duties related to adult criminal and juvenile delinquency matters for the Washoe Tribe of Nevada and California. Successful candidates must have the ability to earn the respect of all who appear in Tribal Court and must be able to work effectively with Tribal Members and pro se parties.
Successful applicants will meet the following minimum qualifications and requirements:
(a) Licensed attorney in good standing with a state bar association.
(b) A minimum of one year of prosecutorial experience.
(c) No criminal or misdemeanor convictions, which involve a crime of moral turpitude.
(d) Knowledge of applicable federal, state and local laws, regulations, ordinances and requirements.
(e) Knowledge of tribal laws and codes, modern tribal court practices, judicial procedure, and rules of evidence.
(f) Knowledge of federal laws and regulations pertaining to Native Americans and tribal organizations.
(g) Knowledge of tribal governments and criminal and civil procedures.
(h) Ability to work with judges, law enforcement, probation, social services, the legal department, and court staff in a professional manner.
(i) Ability to confer and cooperate with neighboring counties in a professional manner.
(j) Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
(k) Ability to exercise independent judgment and negotiate legal actions.
(l) Ability to interpret applicable federal, state, county, and local laws, regulations, and requirements.
The majority of all work shall be performed, completed, and managed at the Washoe Tribal Courthouse in Gardnerville, Nevada. However, successful candidates will also be available in emergency situations for the issuance of warrants and emergency orders.

Interested individuals or firms should provide resumé, references, detailed work experience, and indentify hourly rate and estimated total cost of providing competent prosecutorial work.
This Request for Proposals is non-restricted, but Indian Preference applies to the award of this contract in accordance with applicable regulations and policies.
Successful applicants will be required to enter into a contract with the Washoe Tribe and will be independent contractors, not employees of the Tribe. As such, they will be required to maintain malpractice insurance if licensed to practice law. In addition, successful bidders will be required to adhere to the American Bar Association’s Model Rules of Professional Conduct and any Washoe Court Code of Ethics.
The Washoe Tribe retains the right to cancel the RFP process if it is in the Tribe’s best interest. The Washoe Tribe shall not be responsible for costs incurred by proposers for proposal preparation. This RFP does not obligate the Washoe Tribe or any applicant until a contract is signed and approved by both parties.
